Superpowers in Axum
Roughly 75% of the population of Axum are metahumans of some variety. Most of them are mutants, but there are a few that are the result of experimentation (this is much, much rarer than it was in the past) or various forms of augmentation (such as cybernetic limbs (which totally count)). Put in Mutants and Masterminds terms, most of the population has a power level of three or so.
People in positions of power and/or influence are often more powerful than the average citizen, especially within the guilds. Sadly, this is not necessarily a good thing- for instance, it sometimes leads to people attributing power and status to having powerful abilities, and those people sometimes volunteer for sometimes unsafe experimentation that has the potential to produce superpowers. In extreme cases, baseline humans and low-level metahumans have been known to abuse MGH in a misguided attempt to move up in the world.
Axum society is flawed in many ways, but most noticeably in the distinct inequality between the human and superhuman populations. While this is almost never explicitly exhibited (as it is very much illegal), metahumans generally receive some form of preferential treatment in terms of getting jobs and moving up in society. The government works hard to ensure that the human population aren’t treated like second class citizens, and this issue has lessened quite a bit in the last few decades.
